PSA Report on Status and Trends for Work Accidents for 2012

Last April PSA Norway released its annual report on trends in risk level on the Norwegian shelf (project started in the year 2000). The objective of this annual report is to measure the impact of the industry’s HSE work, to identify any areas that are critical to HSE and to increase insight into potential causes of accidents. In this post we present the results of the report regarding work accidents involving fatalities and serious personnel injuries.

MV Thomas Aquinas Ferry Collision with Cargo Ship

Last Friday MV Thomas Aquinas sank after it collided with cargo ship Sulpicio Express 7, off the central port of Cebu in Philippines, 1.2 miles (2km ) from the shore. The ferry was carrying approximately 715 passengers and 116 crew. Crrently at least 600 survivors have been rescued.

The Probability of an Offshore Accident

Risk is the product of frequency and consequence. Accordingly, high consequence events which occur infrequently may contribute as much risk as frequent events which have smaller consequences. Estimating the frequency with which events occur is as important to overall risk as accurately predicting the consequences. One way of estimating frequency is to look at historical records. The information presented below are an abstract from the “Safety of offshore oil & gas Impact Assessment Annex I” working paper from the European Commission, published in 2011 to accompany the proposal for a regulation of the European Parliament on safety of offshore oil and gas prospection, exploration and production activities.

Potential Costs of an Offshore Accident

The negative impacts of an accident are hard to quantify precisely, they will of course depend on the type, the scale, the time and the location of the event. In the case of an oil spill, its duration and the type of the oil will also have a major impact. The costs of an offshore accident will include costs to the operator (damage to the installation, lost oil, containment, cleanup, litigation etc.) and third-party costs to victims, to natural resources, the government and the affected individuals/businesses (including lost income). Fact Section of PSA Norway Annual Report for 2012

PSA Norway released during last April the fact section of its annual report dealing with important results from the PSA activities and brief information on personal injuries, work-related illness, leaks, fires, damage to structures and pipelines etc. No fatal accidents occurred during 2012 within the PSA area of responsibility offshore and on land. Three people have died in occupational accidents over the past 10 years, most recently in 2009. A brief summary of the most important developments for accidents and injuries in 2012 is provided in this post.

MOL Comfort Containership Sinks After Breaking in Two

It has been reported by the Indian Coast Guard and is widely spread in the media that MOL Comfort broke in two and sank in Arabian sea on 17 June 2013. The vessel was manned with 26 crewmembers who have been rescued by nearby vessels and are well in their health. The Bahamas flagged containership MOL Confort had a DWT of 90613 MT and a capacity of 8100 TEU.

Tanker and Bulk Carrier Collide off Galveston

The Coast Guard is responding to a collision between two deep draft ships approximately 30 miles off the coast of Galveston today. There has been no report of injury or pollution from either vessel; however, both vessels are reporting damage but are in stable condition.

Three people have died and six people are missing after the cargo ship Jolly Nero crashed into the port in Genoa, Italy, toppling part of the control tower into the water.

Cargo Ship Sinks after Colliding with Containership Southwest of Sapientza Island Greece

Cook islands flagged cargo ship Piri Reis, loaded with a cargo of fertilizer, sunk southwest of Sapientza Island in Greece (sea depth at the point of the accident is approximately 2.5 km) after colliding with Antigua & Barbuda flagged containership Consouth. The containership Consouth was not carrying cargo during the collision. The causes of the accident are still unknown.
