The Caribbean MOU is carrying out a Concentrated Inspection Campaign on Safety of Navigation and Hours of Work or Rest from September until November 2015. This is the 2nd CIC launched by the Caribbean MoU on these subject.
Black Sea MoU CIC on STCW Hours of Rest
From 1st September 2014 to 30th November 2014, the BS MOU carried out a Concentrated Inspection Campaign (CIC) on STCW Hours of Rest throughout the region. This campaign involved all member States of the BS MOU and was conducted in conjunction with the Tokyo MOU and Paris MOU. The Paris MOU Guidelines and Questionnaire were utilized.
Problems and Best Practices for STCW Rest Periods

In an effort to enhance fatigue management IMO has amended the “fitness for duty – hours of rest” requirements to provide watch keepers on-board ships with increased rest periods on the latest STCW Amendments in line with the ILO MLC. Despite the fact that over the last few years STCW latest amendments are in place and ILO MLC is being implemented as of 20 August 2013 a number of problems are being experienced.
Seafarer Claim in Court Regarding Fatigue
A recent court ruling in Florida Miami where the maritime law firm Lipcon, Margulies, Alsina & Winkleman, P.A. representing Chief Mate William Skye against Maersk for excessive dangerous working conditions, sets a legal precedent, leaving shipowners to face legal actions from seafarers who believe that working conditions onboard have affected their overall health.
