A Challenging Period Ahead

This article initially appeared in IMO News Issue 4, 2015 and is reproduced here with the organization’s and author’s kind permission.

When I took office as Secretary-General in 2012 I highlighted a number of challenges that would face IMO in the coming years. These included the difficult financial situation for Member Governments after the economic downturn; combating piracy; the debate on greenhouse gas emissions as well as on ballast water management; the IMO Member State Audit Scheme; preparation of a new set of international rules for navigation in the Polar regions; sustainable financing for the World Maritime University and its future operation; and the need to review and strengthen the Organization’s technical cooperation and capacity-building efforts.

IMO Regulatory Update for 2013

The present publication is an effort to gather and summarize all new IMO regulations that entered or are to enter into force during 2013. Active links to relevant documents/circulars/resolutions have been also included to make it easier for the reader to have a direct reference to the actual text of each regulation, or to documents analyzing the regulatory requirements.

IMO MEPC 64th session 1-5 Oct. 2012

The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) meets for its 64th session from 1 to 5 October 2012, at IMO Headquarters in London. As well as discussing matters relating to the implementation of energy-efficiency, ballast water management and ship-recycling regulations, the MEPC will also consider formally designating the Saba Bank, in the North-eastern Caribbean area of the Kingdom of the Netherlands, as a Particularly Sensitive Sea Area (PSSA).

SOLAS Amendments Came into Force on July 1st 2012

The following amendments to the regulations annexed to the International Convention for the Safety of Life at Sea, 1974 (SOLAS 74) adopted by Resolutions MSC.308(88) and MSC.309(88) came into force a few days ago: Regulation 41 of Chapter II-1, Regulations 1 and 3 of Chapter II-2, Regulation 7 of Chapter II-2, Regulation 18 of Chapter V, Regulation 23 of Chapter V.
