Each year the major PSC regions carry out a Concentrated Inspection Campaign (CIC) on an agreed topic. When boarding a ship, the PSC Officer will check certain on-board equipment or documentation besides carrying out the general routine PSC inspection.
Each CIC lasts for three months in all the region’s countries commencing from 1 September 2012 and ending on 30 November 2012.
Port State Control Officers (PSCOs) will use a list of selected items to verify critical areas for the shipboard fire safety systems, some of which are related to documentation, equipment and crew familiarisation. Such items may include the following:
- Does the Fire Control Plan meet the requirements of SOLAS Chapter II-2?
- Do the fire fighters’ outfits including personal equipment comply with the requirements of SOLAS Chapter II-2?
- Do the Emergency Escape Breathing Devices (EEBD) comply with the requirements of SOLAS Chapter II-2?
- Are the portable extinguishers ready for use in locations as per the fire plan of SOLAS Chapter II-2?
It is expected that the Paris and Tokyo MoUs will carry out approximately 10,000 inspections during the CIC.
