MV SUNLIGHT-BEY was a ro-ro cargo vessel converted into a 6056 GT livestock carrier, flying the flag of Lebanon. The vessel called at Las Palmas (Canary Islands, Spain) port on May 28th 2008. She had been reported by the pilot due to problems with the propeller. After the PSC carried out on the same day, she was detained with 25 deficiencies, out of which 6 were considered as detainable deficiencies.
Some of the deficiencies identified during the PSC inspections are highlighted below.
Corrosion
Corrosion problems were found all over the ship, affecting deck plates and pipes.
Fire safety
Fire fighting appliances were either missing or not operative and in very poor maintenance condition in general, with leakages through the connection valves in the main line and in the hoses.
Launching arrangements
Lack of maintenance of the launching arrangements for life saving appliances was also appreciated during the inspection.
Engine room condition
The condition of the engine room was clearly hazardous, due to generalized oil dirtiness. The oil filtering equipment was inoperative.
Crew accommodation
Overall condition of crew accommodation and sanitary facilities was very poor.
As a result of all the above a flag State survey was requested by the PSCO team. On June 12th 2008, after 16 days of detention and having carried out temporary repairs, the ship was allowed to proceed to a repair shipyard in Constanta (Romania) for permanent repairs.
