When boarding the ship, the PSCO immediately noticed clear grounds for a more detailed inspection of the ship’s safety standard and general condition. The PSCO found that the maintenance of especially the accommodation and the ship’s deck areas were so poor that the ship should be considered substandard.

The list of deficiencies include (among others):

  • Corrosion of rolling and guiding wheels in deck and davit arrangements for lifeboats
  • Heavy corrosion
  • Not possible to close tight the fire doors in the crew accomodation
  • Not possible to close / open valve on fire main line forecastle
  • Electric Installation covers on lamps missing
  • Hatch covers heavily corroded
  • Several toilets in crew accommodation defect
  • Not possible to adjust heaters and ventilation inlets crew accommodation;
  • Inlets are sealed with newspapers

The ship was detained and the Port State Control Inspection was suspended due to the number and nature of the deficiencies found on board. The flag state and classification society were informed in accordance with the Paris MoU procedures. EMSA was also informed about the Port State Control inspection and on 11 January 2008 a team of EMSA auditors attended the OLGA in Frederica.

The flag state had been asked to carry out the necessary inspections and report to the Danish Maritime Administration when the ship is ready to be released from the detention. On 18 February 2008 and after some temporary repairs in Frederica, The OLGA was permitted by the flag state to proceed to a shipyard in Klaipeda for further repairs.
